Obviously, many people aren't listening. But there are even thornier wilderness management issues than litter. Take this shelter, for example. It was built next to Mink Lake several decades ago. If wilderness regulations were followed to the T, the shelter would be torn down. Structures aren't permitted in a wilderness area. In the Three Sisters wilderness, many signs along the trail have in fact been taken down.
