Only this morning I walked through the building and somehow I think the word is getting out because a person walked up to me from County Legal Council and said, I've got a I've got a great idea, you know, and and I said, well, write it on a piece of paper and give it to your supervisor and make sure I get a copy of it. It's a different kind of tone. I think on the one hand we want to make the office more efficient. I want to deliver good quality service within the very limited existing resources that we have, but a tone that supports individual respect for the employees, an ability for them to participate in the activities of their unit and the decisions that are made about their lives and their workplace and and the service that they give and and a participate a la broader participation in just where the county is going because the county government in a sense is the sum total of its staff. I have seen five county administrators come and go since 1978, and I have seen three commissions work. I am more convinced about the native sensitivity, intelligence, and skill and experience in this board than I am in any of the others. I am also keenly aware that the political process does draw out great tensions, be they rural urban, be they personal, be they philosophical or political. I'm convinced that this board has a better chance of dealing with that frustration than any previous board that I've seen. You characterize this the situation is tense. I think it's a little bit like a curve. It has gone up in the five years that I've been around, and at least my experience even before that in political processes, is that that tensions rise and tensions fall. And I think any time you bring the process together around critical decisions, whether it's a major direction in which the county is going or whether it's the hiring of a key administrator, I think those differences and those commonalities are tested. First, the legislature would place an immediate freeze on current property tax rates and limit the growth of assessments. While this would not lower anyone's tax bill, it would at least limit future growth of taxes. The second phase would ask voters to approve a property tax reduction funded by one of two new tax options. Here's how it would work. A house line is assessed at $52,000. Current property taxes on such a house about $1,400. Under the new proposal, taxes would be cut by approximately $450. For a total tax bill, around $900. However, in order to keep schools and local governments from losing revenues, voters would be asked to approve either a new increase in their income taxes or a 1% sales tax. For the family making an income of $25,000 a year, an income tax increase would mean about $125 a year. A sales tax would cost that same family about $70 a year. That would mean a net savings for the Lane County homeowner, at least in this limited example, of approximately $350. Under any tax plan, there are winners and losers. The new system is designed to encourage commercial haulers to recycle and gives them a good price break if they do. In exchange, residential dumping fees will go up slightly, whether you recycle or not. On top of that, the county plans to get recycling at rural dump sites going as soon as possible. And top priority will be given to starting a big compost pile to make use of the huge volume of yard debris that's now just tossed away. County staff is working on a plan to issue vouchers at the Glenwood Recycling Station. Only people with vouchers would get a fee reduction, meaning only people who recycle would get a price break.
