In many cases, workers are aware of them. But according to testimony presented before the legislature, an alarming number of workers simply do not know the hazards associated with certain substances they work with every day. The Senate Labor Committee has spent six weeks on a bill to require employers to tell their employees what toxic substances exist at the work site. The original bill was strongly opposed by the business community, who said it would create an expensive and burdensome task for employers. The bill has been heavily amended to meet some of the objections of business. The list of toxic substances will be narrowed down, and employers would not have to keep employee records for 40 years, as was first suggested. Rather, it will be left up to employees themselves to maintain their records if they leave a particular employer. The Senate Labor Committee will take final action on the measure on Monday, and its chair, Eugene Senator Margie Hendrickson, says she's hopeful the legislation, as is now drafted, will clear this session. Legislative leaders spent much of Friday squabbling over their own budget. House Speaker Grant and Karen said he would oppose the Senate president's plan to increase legislative expense benefits. On the grounds it would be inconsistent to cut other budgets while increasing lawmakers per diem. However, Senate President Ed Fataly countered by saying the speaker overlooked the fact that fatally actually reduced Karen's original budget request. And merely suggested using a part of that savings to give lawmakers a $7 a day increase in expenses. Meanwhile, Senate Minority Leader Tony Meeker took the dispute a step higher by calling for Fatalee's resignation, saying the Senate president failed to provide sufficient oversight to the legislative process. At some point next week, the Budget Writing Ways and Means Committee will have to cut through the rhetoric and actually make a decision on the level of funding for this legislative session. Unemployment in Sweet Home is now estimated at 17 percent. People here are hopeful that the recent rumblings of recovery are for real, but some are also worried about what they see as a new threat. Fifty thousand acres of new wilderness that they feel will slice into the area's timber base at the time when it's needed most. These rugged forests have been Sweet Home's lifeblood for decades. But one thing loggers and environmentalists alike will tell you is the supply is not endless. In fact, timber people in town say that even without any new wilderness additions, there aren't enough trees to go around. About half the commercial timberland around Sweet Home lies in the Willamette National Forest. If nothing changes, the center will need upwards of $700,000 by the end of June 1984 to balance its books. But few people realize that there are two funds totaling over $3 million that may tide the center over until brighter days arrive. Well, where's the money coming from? The first source is the city's risk management fund. The city decided five years ago that it was paying too much for its insurance, so it started its own insurance fund. But it continued to bill its departments at the same old higher rate. Over the years, they pocketed the savings, and when those savings grew to over two million dollars, the city's auditor stepped in and suggested they reduce that fund. The second fund comes from money used to pay off the overpark building in downtown Eugene. That building is funded with a 10-year bankrupt bond. But when property changes hands downtown, the entire Bancroft debt for that property is paid to the city, and Eugene can sit on the excess until it's due. That little nest egg now totals $1 million. Eyewitness News has learned that city manager Mike Gleason has just decided to use a loan from the Overpark Fund to bail out the Ailing Halt Center. $250,000 has been ticketed for that purpose for this year, with an as-yet undetermined loan scheduled for next year. And what about the self-insurance money? Gleason wants $525,000 to shore up the city's sagging automobile fleet, including an ambulance with nearly 400,000 miles on it. Andy wants another $425,00 from that insurance fund to speed up the automation of many city services. Gleeson's goal there is to keep the same number of employees while dramatically increasing their efficiency with computers and word processors. All of these funds leave one of the city constituent groups shivering on the deck, Eugene's Swimmers. Thanks for watching! At last week's public hearing, swimmers insisted that the proposed closure of four pools could be prevented by being less generous to the Halt Center. Most of those people undoubtedly neither know about nor fully understand the two unusual funds. But Gleason says he won't use the insurance funds for the pools because those funds are a one shot windfall that he wants to use for one shot items like cars and computers. He says the overpark money is a loan to the halt center that the center must repay. And that the pools can't hope to generate enough revenue to repay a loan of that size. The final decision rests with the Eugene Budget Committee. There are some bargains on the market. Of course, onions, carrots, they're very reasonable. Even potatoes, red potatoes now out of Florida, 49.59 cents a pound. So the bargains are few and far between. Lettuce. Now, lettuce this week is going to cost you a lot of lettuce, except for head lettuce, which is very reasonable. But all the leaf lettuce, romaine, red leaf, green leaf, butter lettuce, a dollar a head and up. Very, very high price. So once again, lettuce is a lot of cabbage or vice versa. Locally, we're seeing some movement. Green onions, radishes coming in now, and some wonderful washing asparagus coming in at about $1 to $1.50. Very good quality on the asparagus right now. Swinging over to the fruit department. I feel it's kind of redundant. I want to tell you oranges are a good buy. I've been telling you that they're still a good buy and very good. And grapefruit out of Texas and Florida, excellent. Other things, well, Mexican cantaloupe are coming in. The cantaloupes tend to look a little tired after their long journey from Mexico, but they cut and eat very, very well. You might take some California strawberries, which are a good buy this week, and mix them with your cantaloupe. It makes a very pretty treat, very nice breakfast. Finally, pineapples have been very high, but they're coming in once again out of Hawaii. And I brought in this pineapple today. It weighs seven pounds. It's the biggest pineapple I've ever seen.
