It's just like a person who has a home, he constantly keeps improving on it. He maybe puts in a new garden, a new lawn, a new patio to make his environment better around his home. And when we as a city have to cut out these improvements, these physical improvements, all we're doing is delaying the day and possibly postponing it forever. That they will never be done. And in the few years that I've been on the council, I've seen our capital improvements budget constantly whittle down, down, down, and the tendency is to make the cuts. Because this, of course, is the path of least resistance. It's something that we can delay or postpone.
