The sign is far bigger than the 32 square feet that Douglas County normally allows. And the planning department there hasn't received a variance application for their proposal. The county has received about half a dozen written complaints about a conditional use permit the monument builders want, and that may prompt the planning director to call for public hearings before okaying or denying the permit. The state of Oregon and the federal government also have a few problems with the project. Bob Harder of the Federal Highway Administration says the project does not meet the requirements of the 1965 Highway Beautification Act. The sign is going to be too big and the text is outside the government's limitations. States which do not live up to those standards could lose 10% of their federal highway funds. Jack Solace, the State Department of Transportations attorney, says the department won't do anything, though, unless construction actually begins. In that case, however, he says the state will do its best to make sure construction stops. And there are some questions about the nature of the project itself. The men who came up with the idea insist that their belief in the message prompted the project, but they also admit that they want to make some money for the venture. According to the group's brochure, $97 will buy the average citizen immortality. That's the price of a man-made block complete with inscription that would be a part of one of the 36 letters.
