The causes of the deficit vary from cutbacks in governmental support for the arts to a lack of ticket interest by the local public in the symphony's expanded seasons at the Holt Center. What doesn't vary is a sponsoring bank's demand that the symphonies stop operating in the red. Because of that financial mandate, the symphony's board of directors last year eliminated the position of general manager. They also asked for and received wage concessions from the orchestra's musicians. Following year-long negotiations, the board last Thursday put a final contract offer on the table, which would pay musicians at or near the 1985-86 levels. Johnson presented that list to the panel tonight. The figures the administrator gave the committee indicated layoffs and dollar cutbacks would be necessary in almost all county departments. And the heads of those various offices were out in force and prepared to testify against proposed reductions. Before any argument could be offered, however, the budget panel decided it was opposed to the degree of cutbacks indicated and voted to raise an additional $600,000 of county monies with a property transfer tax of two-tenths of 1%, or $200 on the sale of a $100,000 piece of real estate. This tax does not need voter approval and can be implemented at the discretion of county commissioners. After this vote, committee members decided to split that additional money. Giving half or $300,000 to the understaffed offices of taxation and assessment. The other half to be used to save previously cut back or eliminated items on Johnson's list of priorities. At the end of the process, the funding winners included Lane County Sheriff Dave Burks, for whom an additional deputy was recommended, the county's juvenile facility, which will receive several needed workers, the county historical museum, which had been slated for mothballing, and the county participation in both the Metro Cable Television Commission and the Metro Partnership. Financial losers in the budget process included county parks landscaping projects, which will not be funded at all, the metro plan update, certain clerical positions and a public health educator position, all of which will be eliminated. It remains to be seen how county commissioners will vote on the committee's recommendations.
