As you know, the negotiations in Japan have been completed, but all of the participants have not yet returned to either the United States or at least to Washington. Yesterday, I was in telephone communication with the State Department, with the Bureau of the Department of the Interior, and with the Department Agriculture. Mr. Greeley of the Department of Agriculture and Mr. Rasmussen of the Department of the Interior are not yet back in Washington, so all I was able to get was a secondhand comment from their offices. I did talk directly with Mr. Bradderman, who was the State Department man, who had been there. We touched briefly on his feelings about the conference. He indicated that he felt it was very valuable. He felt that the particular points that he felt which had been achieved, which were very helpful, were one, That the Japanese are now clearly aware of our problem. And he said that until the time of this conference, they sort of shrugged it off and thought there wasn't really a major problem that we had here in the Pacific Northwest. He indicated flatly, and I think this is just exactly the way it ought to have been, that the raw material problem was an internal problem. What we were going to do in a way of restricting or not restricting was our concern, and it was not the Japanese, and was not negotiable. My administrative assistant, Ron Smit, and I spent a day touring the headquarters of IBM in New York State. We made a strong pitch to IBM officials to locate their planned new research facility in the far west, right here in the state of Oregon, and we expect a decision on that in the next month or two. So all in all, even though the Romney and Rockefeller political fireworks overshadowed in terms of drama, the things we were doing. Let me add that I have no reason to believe that there is anything wrong with the operation of any of our state agencies. But each of them pay the audit division. Now people don't all agree with me on this. But you know, not very long ago I was talking to a school board member who said this was not the responsibility of the teacher. He said that the teacher should stay until the end of the year and then leave. However, I said to him, then would you get into the classroom, one of those unqualified but certified people that we have in all states? And he said, oh, no, we have a law that prevents this, but we do in Illinois. But we also have these people.
