We're finding that there are seven members of the Congress who are due to be here at those hearings in Florence. They are here to both see the Dunes area, to go out on the Duns area, to have a chance to listen to anybody who has whatever he wants to say or she wants to say about why this would be a good program or why it would be a bad one to develop the area this way. So this is the... Type of major exchange between government and the people of an area which too often is lacking in areas which I have been striving to emphasize here as much as possible. We want these men to know this area intimately so that when Congress acts on it, it will not be just something they've heard about. It will be something they have seen and really see the tremendous potential of. We're hopeful that Congress will act on this rapidly, and that we're going to have the protection of this area that we want and the development of this 3, 2, 1. There have been a number of members of the Congress who have suggested extensions of the territorial limits off the coast of Oregon and all of the west coast as a matter of fact. Congressman Claussen of California has been one of the primary advocates of this particular concept. The hearings clearly developed the deep concern of the people over there and I think a justifiable concern that their fishing resources are being taken by these foreign fleets. The 12-mile limit, which has been established by negotiation and by treaty with the Russians, has by and large been adhered to, but there are clearly examples of situations where the Russians are not adhering to the treaty on this particular 12- mile limit point. I feel very strongly that we should be doing in the Congress several things. We should be tightening up the penalties so that in the event there be violation of those limits, it's not a slap on the wrist for the violators, it is a real stiff penalty. We've got a bill out of our Merchant Marine Committee which would do exactly that. And we're trying to get it through the rest of the Congress. I think secondly that we should get additional facilities for the Coast Guard over there because it's clear that the MODOC has a 24-hour run from one end of its territory down to Coos Bay if it were called upon to do something and that doesn't give it time to catch any violators. To fly a plane, a helicopter from Astoria down takes it an hour and a half. This is completely inadequate if you're trying to catch violators in the middle of a violation. I intend to see what I can do to get some increased protection. Facilities available to the Coast Guard. The Coast Guard took a rough beating at that hearing and I think that they lost track of the fact that the Coast guard deserves in my opinion a great deal of credit and praise for the tremendous job it does in its primary function which is to protect lives off the Oregon coast. There isn't a year goes by, there isn't, a month goes by that we don't find the Coastguard being praised for having saved lives as it does and that's its function and I join in feeling it's doing a crackerjack job.
