But the fact that these facts are true, the facts of salvation and of all the various sufferings that the Igbos have gone through, the fact that that was true, doesn't justify concealing the other truth, namely that Biafra cannot survive as a political entity because of the internal conflicts in Biafora itself. I think, just now, the leader of Yafra... Colonel Jukwu is, is handling the whole situation very cynically. And he is allowing his own people to suffer, suffer now not only unnecessarily, but cruelly by not admitting food through the land corridor that has been suggested by the International Red Cross and the Nigerian government in collaboration and so forth. For one, you can saunter along the path of government as usual, allocating the estimated funds for the next two years to ensure generally good services, adequate services. You can combine special and general tax relief, the amount varying according to your inclinations or the inclination of the voters, to squeeze more from existing tax resources or to tap some new revenue low. Or you can reform the state tax system. You can add a third leg to the tax stool, seek both broad and specialized tax help, lend major assistance to the cities and the counties. Give a massive boost to school finances and at the same time put a sound limit on educational spending. And it is this last alternative that strikes me as being the one that is most responsive to the expressions of taxpayer will as you and I have noticed them during the nearly two years I have served as governor. Major property tax relief in my estimation and this comes as no shock to you because you've heard me say it twice before. Can best be achieved by raising basic school support to 50% of the actual current average costs of operating our schools. So the school support formula that I'm recommending will assure a fair apportionment of state funds among all the districts. And in order to accomplish this, the state is going to have to have a substantial increase in revenue. I propose that this revenue will be obtained by increasing the corporate income and excise taxes. By 16 and two-thirds percent, and by enactment of a three percent sales tax, the one with the very same exemptions that were in the final Senate bill, including drugs, feed, seed, fertilizer, and materials used in manufacturing. Both of these measures, let me say, are similar to the one studied by the legislature in the special session. Both will be in the form in which they, but for one vote, would have passed the Senate and probably on to the people. It is generally recognized that in order to ensure any lasting measure of property tax relief, it will be necessary to provide at the same time meaningful property tax limitations. And I think we had a very acceptable formula for this purpose, and we engrossed House Joint Resolution number one of the 1967 special session. I intend to resubmit that limitation proposal to the legislature for your consideration. This is the one that would abolish the 6% limitation for school districts. And establish a new tax base for those same districts. And it would further provide that the local share of the tax base may be increased at a rate that is not to exceed two percent a year. That is the local share of school tax base. Anything to help you to queendom. There you are, and I hope that's the one that breaks the tie and gives it to Oregon. I think Mr. Nixon is going to be his own secretary of state, Mr. Rogers, who he's appointed as a competent man, a close friend of Nixon's. And I think because he knows Mr. Nixon so well. Will be able to speak for Mr. Nixon without having to call him up on the phone every day and say, Mr. President, can I say this? We will be having the conference this year, the last day of February and the first two days of March. I won't be here to physically take care of the arrangements. But I have a girl in Portland, Mrs. Robert Simpson, Joe Simpson, who will be in charge physically of making sure that everything's set.
