Additional money for special education, for example, was cut from $17 million to $1.5 million. Targeted offsets in grants for property tax relief was slashed from $45 million to 20 million. But the new state budget includes more than $1 billion for the politically popular Basic School Support Program. A law was passed that paves the way for a citizen lawsuit seeking more equitable school funding. To be filed directly with the Oregon Supreme Court. It would test the constitutionality of the present funding system. A new law outlaws the use of corporal punishment in public schools, and another prohibits districts from refusing to enroll a child solely because the child is homeless or is not under supervision of a parent or guardian. The public schools and higher education are expected to benefit from EdNet, a proposed public television network to provide educational programs, worker training, and other broadcasts. Lawmakers allocated $8 million in lottery funds to aid its start-up. The legislature also okayed a new lottery game using video poker machines. The proceeds would help provide salary increases for college and university professors. A sports-oriented game would help pay for intercollegiate athletics. The state colleges and universities are cutting their budgets for the next biennium, but not by as much as originally feared. Legislators broke the state spending limit, providing enough funds to reduce the magnitude of those cuts. Lawmakers also wrapped up work on a building budget for higher ed. It includes money for the U of O library expansion, the new athletic complex at Autzen Stadium, and bonding authority for more housing on the Oregon campus.
