If the Vice President is some old club member of the incoming Presidents from the House of Representatives, then I think we're going to have to be dismayed because that is a sign that it's going to be sort of House of Representative's business as usual. But if it is a Nelson Rockefeller or a John Anderson, a very brilliant liberal member of the House, or a Mark Hatfield, then we know indeed that we're going to have this kind of characteristic that I keep referring to that's so vital, and that's the characteristic of progressiveness. Well, a reporter was outside my house tonight and mentioned it to me. That's about as close as I've been to anything official on the subject. I have seen 14 names published in one of the newspapers in Oregon, and I wasn't the least bit surprised that I wasn't among them. I think we have to think of it as a unique situation. It's a unique incident. The long-term effects are still pretty much up in the air. I really don't think that it's going to inhibit the actions of any future president. I'm convinced in my own mind that there will be plenty of applicants for the job the next time it becomes available. An orderly transition of government would go on then, you think? Oh yeah certainly. Jerry Ford has a very unique opportunity to do something very fine for the country. You know this is going to be one of the I think it's the only instance in American history in which we're going to have both the president and a vice president neither one of which was elected by the people. Now Jerry Ford can take advantage of this in some way I'm not sure exactly what that would be at this point but I think that if he treats the whole thing as a caretaker and perhaps not even move into the White House. What do you think about this? Perhaps he can move into Blair House and stay away from the White House altogether. Until such time, he presents himself to the American people for acceptance or rejection. Let's talk about the question of the prosecution of President Nixon. Well, it's clear under the Constitution that a president or anyone else who resigns or is impeached and convicted is subject to prosecution. Whether in fact he would be prosecuted is going to be up to the special prosecutor and the next administration, if there is a next administration to determine. I think the discussion overlooks something that's interesting, and that is that people like Haldeman, and Mitchell, and others face. Serious consequences from these last disclosures. They'll certainly be able to bring Mr. Nixon into court as a witness. I think people may wonder whether the people who worked for Mr. Nixon should be prosecuted and convicted if he is not. These are problems I think that the prosecutor and the public will have to face. Do you think the Constitution per se is as strong now as it's ever been before in light of what's happened over the last year? Yes, of course. The Constitution is the same and I think a lot of people are proud of it. There's one aspect of the Constitutional system I think many people will be unhappy about in this context, and that is the fact that Agnew previously resigned, that we will have a new president if we do, and a new vice president, neither of whom was elected to that position. I suppose I did in a way because we've been through some of this before and like I've told some people, you can kick my kids around, you know, but boy, don't complain about my dog. That's something that you just don't do. But we have had so many complaints about dogs up to over 150 per day, and most of them pretty legitimate complaints that we now are forced to do something about it. And so, yes, I think I did expect it to be a real touchy issue. But a lot of good suggestions have come out of this. And as I mentioned a bit ago, I'm not satisfied with the ordinance as it's written now. That's why I ask for, say, as much as 30 days time to try to evaluate these suggestions we've had made to us, partly on the financing of the control of violators without penalizing the people who are taking care of their dogs and doing a good job. Do you think the leash law then, as it's written in the regulations, is a good one? Within limitations, and there are limitations in this particular ordinance, in other words a farmer, a dog's working out there and all that sort of thing, where a dog is properly being taken care of, there are exceptions to the lease law. My opponent, John Dellenback, has made a belated endorsement of impeachment, which I find shows a failure, a lack of moral leadership. Where has he been for two years? Why hasn't he spoken out on the Nixon issue? I called for impeachment a year ago. The evidence was clear. Then the people knew it and we should have been able to get this thing done long ago before it reached crisis proportions. And I dare say that you'll come up with a cost very nearly once for every five-year-old in the city of Eugene, not just some of them. And it's for these various reasons and our descent towards mediocracy. And now I'll turn it over. And this amounts to about $3675.00. Is there a second to that motion? But to counter that, I have had discussions with an awful lot of people. And it's my conclusion that if I am to judge the sincerity and the conviction of all the various people I'm talking to, that they think that it is possible to get this turnout on September 17th, and I want to support them all I can, because I am convinced, as I have said before, that kindergarten is a necessary. An integral part of our budget levy. That I have in the first place, and that's what we do. We cannot allow a school board to place any program, regardless of its merits, into effect that is contrary to the specific results of an election. In a democracy, no elected body has the authority or the right to use voter apathy as an excuse for ignoring an election result. They cannot say not a large enough number voted to make it binding. They cannot require people to vote. They cannot put aside and ignore one election result while waiting for what they hope to be a more favorable vote. A recall is totally appropriate when it comes to elected representatives deliberately refusing to represent their voters. I agree with the idea that a recall is to be deplored. That the voters have to resort to this measure is a shame. A shame, however, that began with a school board using a popular and emotional issue like kindergartens. To establish their autocracy over their electors. For the budget on July 9th at 37.2% was the lowest the Eugene district has When the unemployment rate exceeds 6 and 1 half percent of the population, the federal government steps in with funds to help remedy the situation. At least this was the case in Eugene as manpower program funds created 25 new positions at City Hall. All qualified people can apply for these jobs, but the emphasis is toward integrating more women into the city workforce. Would women be considered for traditionally male jobs? Yes, they would, very definitely. We have several in the workforce now, and we're trying to bring this up. In general, do you think more women would work if there were good jobs available? Uh, yes I do. I think the problem right now is that, uh, women feel that they wouldn't be considered for a position if they did apply and that, well, I couldn't get that job if I did apply. So they, they, uh just don't bother. And, um, I think this is what we're trying to make the public aware of that, women are considered and are hired in, um positions other than Just. Traditionally clerical jobs.
