I think the problem with me stems from the fact that it was just about four weeks ago that they asked to reduce the baggage service. In other words, they wanted to allow only the hand baggage you could carry to be taken on the railroad, if you wanted to take a trunk or something else, you just couldn't take this with you as a passenger. So, it was only four weeks ago and then just two weeks later then. That they come up with the new ruling, that they want to discontinue passenger service altogether. I don't like this approach. I wish they would have come to us before, originally, and not brought it in a two-step process, and especially so close together. I think, really though, what is bothering most of us on the city council is the fact that with the increased traffic on our freeways, and we've seen recently, I think on your news last night. The increase in air traffic is becoming to a congestion and critical point in the east. We're going to see that here. We want to maintain this public right away use for rapid transit. And I think we have to maintain that now and get our foot in the door now. The disproportionate burden that's now being borne by the property tax. I think this is a good means of supporting the cultural and recreational needs of our community in a city-sponsored facility, whether it be an auditorium or a convention center. I think there's a definite tie-in, and again, it's a matter of, I think, citizen participation, even though it comes through taxes. It involves a service area, a motel and hotel industry. Into the activities of our community. It shows that people outside the city are interested in the, or those who reside outside the city are interesting in the city of Eugene. The only problems that I see as far as giving these people the opportunity to participate in city government is to establish the qualifications. If you use the criteria of property, you have to ask, well, how much property? Can you hold office because you own 100 square feet of property in the city? The other question is, well if you're to let people outside the city. Serve in office? How far outside can they live and still hold office? Or is it conceivable that a person in Springfield could become a city councilman or mayor in Eugene? If you want to talk about whether it will be hard on the city of Eugene or the people of Eugene, the answer to that is no. It will be an economic benefit to the people of Eugene over the long haul because They will. Stop paying for competitive signing, which they have been paying for all these years. The sign ordinance will affect every part of the city and the basic philosophy is this. Sign committee, when it first sat down five years ago to write a new sign ordinance, asked the question, what is the public interest in signs? The committee concluded that the public interest lay in the use of signs to enable people to find their way around the community with the least trouble, whether they were people who live here or people who are visiting here. Having determined this, it was pretty clear that the most important thing that should be visible on a sign then is the name of the business. The other kinds of things that are on signs may be of some interest. If they blot out somebody else's sign that simply has the name of the business on it, then that is not a good thing. It's not a private project at all. They have created new payrolls in that vicinity that did not exist before. They have an income now into the economy of that area of this year of almost $5 million. And we talk about bringing new industry to Oregon and creating jobs with companies that don't pollute the air and pollute the streams, that's exactly what they've done. And what do they get for it? They get a bill from the State Land Board for $714,000 for rental up till now. But they haven't even discussed what they're going to charge them in the future. This is not a question of the title to the land, there's no question the title is in the state. But what I'm saying is that the State land board should prepare a huge certificate of appreciation to the citizens of Reedsport and Winchester Bay and Douglas County and say congratulations, you've done a wonderful thing here. We have leased land all up and down the coast and in eastern Oregon to cities and counties and other non-profit corporations for a dollar a year, hoping they'd do the same thing. Well, for example, the Interim Committee on Elections has proposed that the State Board of Control be completely abolished. And I endorse that proposal in principle. And yet, you can't abolish the Board of Control overnight. And, I personally believe that the abolition of the Board of control should be part and parcel of a wholesale revision and reorganization of state government, and I am on record as being in favor. Of constitutional revision, and I have publicly stated that I support the proposal which has been submitted and the initiative which has been taken by the Oregon JCs in trying to get the question of constitutional reform before the voters of Oregon. So it's not practical today or tomorrow or next week to abolish the Board of Control, so what other solution can we find? Well, I would like to suggest to you that the need for
