That could make or break some future high-tech development closer to Eugene. McNutt's development may also impact the salmon and steelhead fishery on the McKenzie. According to Burns, two-thirds of the McKenzie's flow once ran through the South Channel. Now, because of an earlier McNutt diversion at the head of the island, the major flow is through the North Channel. That plus the excavation of channels within the island could affect spawning runs, according to the State Department of Fish and Wildlife. McNutt has consistently maintained the developments on the island are for farming. Others aren't so sure. But that brings us back to the proposed sale to build a resort. The land is now zoned exclusively for farming. Three years ago, this narrow track was a two-lane paved highway, Route 205, south of Burns. Then it coursed through Sagebrush Desert along the edge of the Malheur Game Refuge. Now it's a constant, costly battle to keep the road above rising water of both Malheur and Harney Lakes. It is currently closed for construction. But as dramatic a situation as these scenes depict, the plight of 205 is surpassed by worse things. The highway that must be kept open is 78, the main route out of Burns to Reno and other Nevada and California points. Several miles of 78 are also being elevated. There will be no paved surface on either road, we're told, until there is a solution to the water problem. Union Pacific Railroad tracks are underwater. Its course would follow that of a long, dry, ancient riverbed and would dump into the south fork of the Malheur River.
