The money situation appears to be within our means. We may need some help and we may have to trim back on taxiway construction in order to get the strength into the main runway. The future for runways is going to require three parallel runways, and that may sound a little shocking. We will need in the future simultaneous instrument approaches which require runways to be 5,000 feet apart. Next stage for development logically would be a parallel runway that would be adequate for any of the aircraft that will be using the airport in the foreseeable future. The financing of these at the present time is really pretty shaky so far as federal participation, but there are some bills in Congress that would greatly improve the situation. I'm confident they're going to pass because this is a national crisis in airport and airways development. It's too great an effect on the national economy to not have some responsive action from Congress. I know they will do something significant in this session. Financing from the local point of view, at the moment, is pretty unrealistic in that the city limits define who supports an airport that serves quite a large area. The location is certainly a fortunate one, and it will be imperative that this location be protected. One fact faction that is causing criticism is the faction of the distant elements, who are basically anti-anything that has to do with the military. And this may be attributed to the Vietnam War or other reasons. There is, however, a certain segment of faculty members. Who for academic reasons alone do not see ROTC as being compatible with a liberal arts institution. However, those are rather few in number and although their reasons are just and altruistic and they feel very strongly that there is no place on the academic curriculum for an ROTc program since it trains an individual for a specific job, the ROT c program is Fag. Competitive with other programs offered in most institutions across the country. The Curriculum Committee of the University of Oregon just completed an exhaustive review of the curriculum of both the Air Force and Army ROTC programs. It was their considered opinion that both the air force and the Army programs are in fact, worthy of the credit being offered by the University of Oregon. The purpose of ROTC programs in the University of Oregon, as well as all of the ROT C programs in some 262 institutions across the nation, is to provide an opportunity for those young men who so desire to fulfill their obligation to the government in a manner commensurate with their own capabilities. Basically, the individual must have a college degree in order to be commissioned through the R.O.T.C. Program. And this is one of our primary concerns. We do give him a basic understanding of what he might expect when he arrives on active duty in the Army. Our training, however, is very limited in military subjects because we have the individual for such a short period of time. At one point, we have stemmed the forces of revolution. This is a very, very difficult problem because professors are very, very well protected by tenure and by traditional practices of departments and so on. So that if people have been incompetent for 10 and 20 years, it's darn hard to get rid of them or it's not hard to move them around where they will be more effective because of the enormous amount of autonomy which departments enjoy. When are they going to be closed? What are you going to do about them? And this is not a temporary thing. And it doesn't relate just to real property taxes. For years, there's been a real property tax revolt, at least brewing in this state, and I find that it's nationwide. But now it's no longer limited to that. The public in this country is fed up and justifiably with paying what they think is perhaps a fair tax, but then having other people in similar circumstances pay little or no tax. So I'm going to predict today that Congress is going to pass a substantial tax reform bill. It's going to close some of the loopholes. It's gonna close, I think, the loophole of the hobby farm, whereby somebody who's not a farmer at all, the rights off farm losses against his ordinary income and pays no tax. It's gong to close the exemptions in the creation of charitable foundations which are really nothing but a tax dodge for the person who creates it. They're going to close, I think, I'm not sure. Some of the loopholes in relation to millionaires who have a great amount of income, a great portion of it from tax-free municipal bonds, some way will be found without increasing the interest rate on municipal bonds to reach that. To begin with, I talked with Bill Proxmire on this. He doesn't know what he's talking about in terms of his attack on the ONC counties. He started out, the whole problem in this is Chuck Stoddard who used to be in the Bureau of Land Management and he was the fellow involved in the old Getty-Stoddart affair. He Doesn't like Oregon, he doesn't like the ONc counties, and he doesn' like the Bureau of Land management. And he's feeding Senator Proxmyre this information and Proxymire put out a press release and I talked to him. He he doesn't know anything about the background in the history. We'll wait and see who has the last laugh. Unless I miss my guess, we've got the ONC problem licked. I think the Bureau of the Budget is going to come around to our way of thinking and I've got to take my hat off both to Wendell Wyatt and to John Dellenback and to Mark Hatfield and and let me include Edith Green and Al Ullman. This has been something where the delegation has been as one and I'm willing to make a bet now that we will be successful in defending the ONC funds. President Nixon has been moving slowly in these first 100 days, there's been some criticism that he hasn't come down rapidly enough and that he hasn't shown enough action, that it hasn't been a duplication of the first hundred days of Franklin Roosevelt or Jack Kennedy. I think however that President Nixon is been wise. He's moving deliberately, he'll come down with his major programs, it may take until May, June on some of them, but when he comes down he's not going to have to change it, he's going to have to amend it. It's going to be the program in every sense that his administration wants to stand behind and live with. And he is looking, hopefully, at a term of eight years. I have long advocated the abolition of the Board of Control because I do not believe that the governor, the state treasurer and I can give the close day-to-day attention that the 8,000 patients and inmates in our state institutions require. Our other constitutional and statutory duties and responsibilities are just too demanding and decisions affecting the institutions and most particularly the patients and the inmates we have in those institutions. Should not have to wait until three public officials can get together to go over the problems. We do need to give more authority to the professionals who work and deal daily with these problems.
